See there is the issue. Not scouts nor heavies.
It is the lack of what makes an assault a good assault.
Logi's were/are very effective medium suits. Assaults aren't particularly specialized but if used well they are good in a face to face fight. Just don't expect a scout to show their face and don't stand still against heavies.
Still assaults need some love. Pity I normally just treat them like heavies and give them a box of chocolates too.

That is a function of shotguns for ages ... Well assuming the hit computes.
Because of the way the skills work with shotguns the unskilled MLT is a superior point blank CQC weapon.
Skill reduces spread so makes shotguns perform better over range but reducing point blank ease. Play a commando with one and have fun.

Teamwork is OP, not Scouts.
You should know this by now. No. Stop sugar coating the "I win fit" of the month. It is incredibly OP. And I say this as I have seen scouts with 600+ armor moving with no speed penalty and simply owning my squad and the rest of my team. Why? Because they have EHP that of a heavy, while till maintaining mobility, with 2 equipment slots and high reps. Scouts needs a nerf. it's either PG?CPU nerf Remove one equipment slot alongside some PG/CPU Scouts can only use side arms. You choose
Really the eHP of a heavy? Is that before or after a flux grenade on the heavy? Or about the second of three shotgun blasts to the fatties butt?
Last I looked my eHP is less then my nanohives. I'd love to see the fit that is 600 eHP, no speed penalties and can function as a scout.

Why?
My default scout is an uplink dropper with compact nanohive to self support or backup assaults or lone wolf heavies.
I flank and go behind enemy lines and find the enemy uplinks and take them out quickly and if snipers are around I have a speed/RE outfit to drop behind them and leave a care package.
I'm most deadly using electronics (damps, range extenders) and biotics not by plating up.

I was going up against this Gallente Proto Scout (I thought he was Standard because my tacnet always say that all scouts are STD). He had 600+ Armor HP and had some pretty high shields for a gallente (Like 130 or something) so he had overall 700 something EHP while still moving and strafing as fast. He didn't really annoyed me as much though since he was engaging everyone from afar with his CR rather than just zooming through everyone with a shotty or ACR but still. Scouts are OP as hell. Being able to tank that much EHP whil mainting such speed.
Fine print. EHP 600+ and no speed penalties. That much armour is probably more then 10% speed penalty.
